Vietnam’s Road to 2030: Aiming for Significant Growth in Patent Applications and Innovation

On February 15, 2025, during the 9th Extraordinary Session of the National Assembly, the Minister of Information and Communications introduced a Draft Resolution outlining policies to support scientific, technological, and innovation activities. This draft is designed to implement the goals set by Resolution No. 57-NQ/TW, which the Political Bureau adopted on December 22, 2024. The resolution sets ambitious targets for breakthroughs in science, technology, and digital transformation.

The Draft Resolution includes four chapters and 18 articles, focusing on two main areas: scientific and technological advancements and national digital transformation. A key provision that will impact intellectual property (IP) is a new regulation allowing public-sector researchers and managers at state-owned research and development institutions to invest in and manage spin-off companies. These companies are formed to commercialize the research outcomes from these institutions, representing a significant shift in Vietnam's approach to turning innovations into marketable products.

This new regulation is aligned with the Political Bureau's ambitious goals outlined in Resolution No. 57-NQ/TW. Among the key targets related to IP are:

- A 16-18% annual increase in patent applications and protection certificates.

- A commercialization rate of 8-10% for patented inventions, aiming to turn more innovations into real-world applications.

These goals reflect Vietnam's commitment to becoming a regional leader in innovation. The 2025 Innovation and Technology Policy marks a major step toward building a robust, knowledge-driven economy. Businesses and startups can expect stronger legal frameworks and incentives that encourage patent filings, technology transfer, and the commercialization of research findings.
